Please note that the older reports (those prepared prior to 1997) can be viewed as PDFs, but they are actually scanned images of the original paper reports, "wrapped" in PDF format. This means, unfortunately, that while the files can be read easily, the computer does not recognize the text within the files. As a result, search engines regrettably cannot index their contents, and the text within the files cannot easily be copied and pasted into other documents.
