INTRODUCTION
This report, "The Mountain People: An Update on Revolution in Chin State, 2025" covers the situation in Chin State, western Myanmar (Burma) since Project Maje's February 2025 report, "The Bells of Falam: Update on Revolution in Chin State, 2024." Previous post-coup Project Maje reports:

Summary:
Myanmar's Spring Revolution has been hard-fought in Chin State since early 2021. A major victory occurred with the liberation of Falam town in April, 2025. This left the state capital, Hakha and Tedim town the only locations still firmly in coup regime control. Unfortunately the chronic problem of inter-group conflict marred the Falam victory. Throughout 2025, efforts to negotiate a settlement to such conflicts continued. By the year's end, although maintaining control of most of the state, Chin State's revolutionaries faced offensives by the coup regime linked to its sham election, and civilians continued to suffer the regime's aerial bombardments.

In April 2025, the coup regime's forces completely lost control of Falam, a significant mountain town with important road connections, to Chin Brotherhood revolutionaries, after five months of fierce fighting. A small international volunteer unit, the Anti-fascist Internationalist Front, participated as well.
"The people of these mountains, assailed from all sides over the centuries by their (never truly successful) would-be conquerors, have built an entire culture which centers, above all, celebration. Every victory, great or minute, is cause for a feast, for drink, for shared song and earnest prayer. Every loss, every death, every sacrifice, is cause for the same, if not doubly so. There is a natural depth to celebration and joy here which I, a westerner, simply lack the words or ideas to understand. I get a little closer, though, each time I feast on boiled salted pork in good company and do the flapping-armed bird dance in clumsy unison with the revolutionary armies I fight alongside."

Following the April 2025 victory in Falam, ongoing tensions among revolutionary forces burst into deadly violence once again in early July 2025, with a "territorial dispute" clash between Chinland Defence Force Hualngoram and Chin National Defence Force near Falam. This was reportedly followed by Chin National Army troops overtaking Chinland Defence Force's Camp Rihli, apparently during a failed negotiation attempt. These clashes were terrifying enough to send about 4,000 civilians from Chin State to temporarily seek refuge from the fighting in Mizoram (they reportedly returned home by mid-July.)
Although numerous efforts have been made to bring rival Chin Brotherhood and Chinland Council groups together (including a "merger" meeting facilitated in February 2025, in Mizoram with the presence of Mizoram Chief Minister Lalduhoma) flare ups like the one in July continued to divert revolutionary forces from their shared struggle during 2025. The National Unity Government issued a letter in July 2025 strongly advising the rival organizations to "immediately cease seeking to resolve differences through military means and instead pursue a political solution acceptable to the entire Chin community."

The coup regime's occupation of Tedim, a town north of Falam, proved hard to break. During 2025, revolutionary forces cooperated to prevent the regime from resupplying their Tedim bases by road or expanding territory in Tedim Township. In January 2026 PDF-Zoland was able to sieze a coup regime base on the outskirts of Tedim town.
With enhanced relations with Russia and China, the Myanmar (Burma) coup regime waged a nationwide military offensive in 2025, aimed at gaining back some territory in advance of the national elections it had called for late December. The elections, designed to be neither free or fair, were meant to legitimize the regime with the illusion of transfer to civilian rule.

Regime forces regained a toehold in Chin State, seizing the strategic base on Mt. Kennedy in early November, but PDF-Zoland (Chin Brotherhood member) forces took back Mt. Kennedy by late November. When it changed hands again, Chin Brotherhood forces retook it again, in early January 2026. Mt. Kennedy is an important and historically significant overlook above the Sagaing Region plains.
Coup regime forces continued to push towards Falam from the Chin State border with Sagaing Region in mid-January, accompanied by intensive airstrikes. A regime truck convoy reached Taingen road junction by January 22, although under heavy attack by revolutionary forces.
Life in Hakha under the coup regime's military occupation continued to be precarious in 2025, with 40 civilians reportedly arrested by regime forces in retaliatory raids on a church and teashop, and an artillery barrage into the town, in August. In October, the Hakha Battalion, a revolutionary group, reportedly rescued 15 prisoners from a Hakha police facility.
According to Mizzima News, in January 2026, Chin Defense Force-Hakha (Central Council), following an investigation of corruption in the regime-controlled state capital, released a list exposing "484 high-ranking military officials, civil servants, and private companies allegedly involved in a corruption scheme totaling over 83 billion Kyats. The list targets figures within the junta-led administration, including the Chief Minister of Chin State, regional ministers, deputy commanders, and tactical officers, who are accused of embezzling public funds through fraudulent tender projects between 2021 and 2025."
Participation in the coup regime's December 28, 2025 sham election appeared to be minimal in Hakha and Tedim. A "silent strike" left streets and businesses, as well as polling stations, deserted on election day in the two towns, which were the only places in Chin State where sham election voting was available.

While revolutionary forces from the northern part of Chin State continued their close ties to anti-coup neighboring Sagaing Region, they did not launch a major offensive from the Chin mountains down to the Sagaing plains during 2025. Other than the battle for Falam, in 2025 the military strategy of the northern revolutionaries was more about holding territory than expanding it.
In southern Chin State, the Chin Brotherhood held onto its territory and enhanced local administration, although communities were battered by the coup regime's aerial bombardments, especially during the pre-election months. Expansion into neighboring Magway Region progressed slowly. But broader affinities appeared when a Chin Brotherhood delegation visited Kachin Independence Organization headquarters, far to the north in Kachin State, for meetings with representatives of Kachin Independence Army and the National Unity Government, during July 2025.

Chin Brotherhood's powerful ally Arakan Army (of neighboring Rakhine State) continued to be problematic in southern Chin State during 2025 with human rights violations by Arakan Army soldiers in control of Paletwa Township and lack of transparency by the AA administration there. Tensions persisted during 2025 between Chin Brotherhood and Chinland Council affiliated revolutionary forces in southern Chin State, particularly in Matupi Township.
The Myanmar coup regime's aerial bombing attacks continued to be a severe threat to civilian safety throughout Chin State, especially in the south, during 2025. While Chin State was not significantly affected by the major March 28, 2025 Myanmar (Burma) earthquake, similar devastation was caused by constant airstrikes, including massive bombing runs over Falam Township during March 2025. Post-earthquake, the regime carried out 17 airstrikes on Chin State between April 2 and 18, 2025, CHRO reported, killing 13 civilians, including seven children.
The coup regime continued to deliberately target churches, medical facilities and schools in Chin State during 2025 and January 2026. Airstrikes on two schools in Mindat killed four civilians, including schoolchildren, in October 2025. Two children were killed in an airstrike on a school in the Hakha area, also in October, as bombing runs appeared to increase in advance of the regime's sham election. International aid for air raid warning technology was still lacking, after nearly five years of such attacks.

Although there were signs of some recovery in areas of Chin State that were under firm revolutionary control, the state's economy and food security remained fragile during 2025. Trade routes between Chin State and Northeast India were sometimes impeded by roadblocks in India.
Refugees from Chin State seeking safe haven in Northeast India's Mizoram and Manipur States faced access challenges and funding decreases. On January 18, 2026 the Mizoram State government reported 29,514 refugees from Myanmar (Chin State) residing in Mizoram. The US government's cancellation of its overseas aid programs caused catastrophic loss of funding for refugee health programs on both sides of the border.

US 2025 policy changes in 2025 also cut off an important asylum/immigration route for refugees from Chin State, even for those previously approved for resettlement in the US. The US government also announced termination of Temporary Protected Status for people from Burma (Myanmar) to take effect January 26, 2026. This may make thousands of refugees from Burma (Myanmar) in the US newly vulnerable to deportation raids.
In January 2026, representatives of Chin Human Rights Organization and the Myanmar Accountability Project met with officials of the Timor Leste (East Timor) government, including President José Ramos-Horta. Timor Leste had become the 11th member of the Association of South East Asian Nations (ASEAN) in October 2025. Under the principle of Universal Jurisdiction for war crimes and crimes against humanity, the CHRO/MAP delegation (according to a January 12, 2026 CHRO press release) "presented a criminal complaint to the Public Prosecutor's Office in Timor-Leste, requesting the opening of an investigation" on behalf of victims of war crimes and crimes against humanity committed by coup regime forces in Chin State.

This report is dedicated to the people of Chin State, who have not only endured terrible oppression for five years since the February 1, 2021 Myanmar (Burma) coup, but have unstintingly resisted the fascist coup regime, in ways that should inspire the whole world.

LIST OF NEWS ARTICLES
During 2025, media coverage of the revolution in Chin State was provided by local outlets like Khonumthung News and Chindwin News Agency, national publications like Myanmar Now and The Irrawaddy, citizen journalists and social media content from revolutionary groups themselves (including AIF.) There was less international media coverage of Chin State than in some previous years, but combat journalist Collin Mayfield released the two final episodes of his three part video series about the war. Mayfield was injured by a landmine while reporting in Tedim Township in November 2025. Freelance correspondent Lorcan Lovett continued his in-depth coverage of Chin State in various outlets, including his On Myanmar blog.
